now that i think about it, if the bill had passed there could have been more immediate consequences than benefits...

what do non-educated people do when they realize their pets will be ceased?
well human nature suggests those with a "heart" will rather give their loved pets a chance in the wild than a sure death by law... those jewish who knew Hitler was coming to iradicate them and their children hightailed it in their best attempts to survive.

think about it... all of america... a window of time... and not just limited to the ecologically dumb... even a person who KNOWS its bad to toss their fish, their emotions can dictate their actions and override their conscience.

since when did an unfavoring public obey before they rebelled?

like an angry child who gets ordered to hand over his favorite toy... out of grief he may throw it down, possibly break it instead of handing it over nicely. (if hes a REAL child anyway ;)
 
like in the case of the child...

lets say the toy was a plastic samurai sword. though he never tries to hit his friends with it, he swings it around an awful lot. in fear that he "might" hit one of those kids, his mother tries to take it away. so he breaks it.

though he now can't possibly hurt his friends with that sword, he just wasted his parents money which makes them both very unhappy.

2 solid negatives were accomplished in an attempt to prevent the CHANCE of 1 variably negative event from occurring... tree-hugging activists suck at gambling...
