Yes, you will get an algae bloom using tanning lights unless you do heavy water changes and/or have UV filter or a lot of plants. I recommend getting some pothos, monstera, or peace lilly to put on top of your canopy and then have the roots dangle into the water. The plants will do a fine job keeping the water clear once they get growing.
