I have a Tiger Oscar. pretty docile, and im interested in pairing it with an Electric Blue Cichlid thats large enough to not be eaten.I know the requirements for the 2 of them are different , but is it possible to keep the 2 together? and if not are there any New World Cichlids that have that blue coloring

The two can be kept together but like you stated, the EBJD must be of a size where it would not be outgrown and possibly eaten by the oscar.
Texas cichlids have a similar coloring to that of a EBJD.

One problem you might run into is finding an EBJD that's already grown out a bit. I know from experience that they are touch and go until they hit 3", and once they do, I don't think most people would part with them. I wouldn't trade or sell my beast for anything, and I think most big EBJD keepers feel the same.

^This. Very rarely do keepers let them go after they've pass their vulnerable stage. Those that do, sell them for ridiculous prices.
