Tigrinus Catfish won't eat

Hi I have had my 10" Tig for about 2 weeks now. I keep him in a barebottom 40 gallon breeder tank with 2 Aquaclear 70's. Water paremeters are 7.0 PH, 0 Ammonia, 0 Nitrite, 10ppm Nitrate, 2 KH, 3 GH, 120 TDS, 81 degrees farenheit temp. So far I have tried nightcrawlers, superworms, frozen krill, frozen bloodworms, frozen silversides, carnivore pellets, live minnows, beefheart mix, various pellets. He has not taken anything. When food is thrown in he becomes more active just swaying back and forth but no effort to eat. Even if the food is directly in front of his face. What suggestion do you have that I may be able to do. I fed with light off and on to see if he would eat with the light off. Also I bought from a LFS that got it in the day before I picked up. What other things can I try? He was in a tank alone but I moved him up to another tank with 2x 6" peacock bass and a pleco. I was thinking having additional fish may increase him appetite or desire to eat.
 
i forgot to add that I also fed him market prawn and tilapia with no luck. I may try to add a powerhead to increase surface agitation for more oxygen, or may add a bubbler.

So far I can think of three possible causes:

[1] It has been greatly stressed by the shipping and two successive rehomings. If it is healthy, it should bounce back but for a 10" it may take a few weeks or even a month.

[2] Your hardness buffering capacity is borderline, no room for error. When I had such low hardness, my fish were not always happy and suspect there were large swings in pH that stressed them sometimes or a little bit but most of the time.

[3] The aeration sounds good but it'd be nice to see if a powerhead makes any difference.
