I have a light bulb fixture that's not mounted in a reflector hood, it's just basically the bulb. I wanted to place some tinfoil around it so it will reflect more light into the tank (planted), but I'm worried that there will be a problem with water evaporating, getting onto the foil, and pouring into the tank. I have a glass top that covers it completely, am i in danger of some water getting around the glass and dripping in?

Not sure what you are worried about, but single bulb reflectors are sold at wal-marts and home improvement stores for around 6 bucks, and a designed reflector like that would be more efficient than tin foil. Wood painted flat white will work better as a reflector than tin foil if you're using a hood I believe.
