OK, I wanted to know if it's possible to completly submerge the media in my sump, or is it better to make a drip plate on them

You can fully submerge your media - look at HOB filters & cannisters. However if you're going to the trouble of building a sump, it's worth designing it so that the media isn't below the water level. This way, the bacteria have much better access to oxygen and can work much more efficiently.

Wet/dry is a more efficient use of available space. Problem is getting an even flow over the bio media. Using a drip plate of acrylic, drilled in a grid pattern helps. Plastic peg board is another option, but can be hard to find.
Pre filtering can help to disperse water flow as well, and is a must(IMHO)

A wet/dry sump is a fairly new concept in the aquarium trade.

When i was younger and first getting into sump filtration they were all submerged. And they did just fine.
