too much water flow

I have a 30 gal with live plants, angels, platies, swordtails, large school of zeba danios, 2 bala sharks and pleco (doesn't touch my plants oddly). Filtration I run two power filters a penguin 150 and a tetratec 150 (the tidel flow one with heater in the intake tube) as back up. and a rio 200 powerhead with prefilter.

Now my question is, is this too much water flow i know my water is over filtered but its not bad. should i remove the rio pump or is it fine in there?

another question I have is about another tank not set out yet a 55 gal. but i know whats going in there a red tiger oscar. what would my best bet be on Filtration a two pengiuns, or a canister never used canister fliters. have heard they are loud and hard to use. andthe biowheel is hard to beat.

they aren't being blown around the platies swim harder where i have the out put of the rio. they have alot of other places to swim but I kinda think they like it.

btw the turn over rate for it is 10.3
 
anyone got anything else to add?

anouther questioni am going to go with a small pea gravel for the oscar tank. should that be fine? i wanted to try sand but i read about it getting into the filters. does this happen alot?
