I am intrested in doing a 20 gallon torrent sculpin tank. I was wondering if I would need a chiller for this set up.

I would highly suggest a chiller for that species. You really do not want the temp above 70F for optimal care.. Best around 60F with winter temps into the 40's.
Some Sculpin species are a little more forgiving, such as the slimy sculpin, and will do fine with just heavy water movement and aeration. Torrents are not as forgiving.
