so right now i have a 20 gallon planted which i want to transfer to my 38 gallon. my idea is to use eco complete planting substrate, and to take out half of my water out of the 20 and put it in the 38. adding established bio media, new water, old water, plus the water in the bags of substrate, how long are we looking at before i can put fish in? i am also going to transfer all of the plants when setting it up. i was thinking at least 24 hours but i'm not sure so i'm asking ya'll.

You should move the fish from the 20 in immediatly when you move thier filter,without fish the bio filter will die,without filter the fish will die.
well i don't want to deal with lack of bacteria and end up with an ammonia spike because i am going to be transferring about 15 fish.
So do water changes as you test the water. If necessary. You know fish can be tough when the going gets rough.

When I transferred my stuff, I put the soil in, and let it settle a few hours, overnight if you can. Do a vac to get the dust up. Put the plants in, let it settle a bit more. Another vac for dust. Add fish, water, and filter. It will stir things up a little bit, but I've never had fish show any bad signs from soil dust. This is what I've done.
As long as you are transferring the biomedia to the new filter, or just moving the filter, then you already have the needed bacteria in the new tank.

If you move all 20g from the old tank into the 38gal with filters & media.. all you have done is a 47% water change
setup the new tanks with about 1/2 full (condition water) then setup the scaping & move everthing over at once.
No more stress than a 50% change
