You have to be carefull with pool heaters and make sure it has a stainless steel heat exchanger, most of them have Cupronickel heat exchangers that are around 75% copper. These can lead to copper toxcicity in the pond.
It's not going to be cheap to do, but it can be done; the key items are having plenty of insulation (around the pond as well as over it) and heating. At the end of the day, you're better off just putting the pond in your basement.
