based on the one picture, i would say yes its a stressed male festae. the spangles in the unpaired fins and caudal fin, plus the irridescent circle around the tail spot/ size and location of the tail spot is the dead give aways.
it does look to be male, but its hard to tell at that size. reason i say it looks male is the lack of black on the dorsal and all the spangling in the unpaired fins and caudal fin
