Trying to replicate Midnight's minnow tank and filter

I want to build a minnow storage tank to store my excess fishing minnows between trips. I searched and really like Midnight's diy design here http://www.monsterfishkeepers.com/forums/showthread.php?t=71498 but have a couple questions.

  1. Are the pot scrubbies just any old brand you buy at the grocery store?
  2. Should they be loosely slid into the filtration tube (PVC) or packed a little bit? What is the order of packing in the scrubbies and extra filter material? Should the high density 'floss' filter material be at the inflow or outflow end of the filter?
  3. How long for a filter like this to establish proper bacteria levels?
  4. How often would I need to clean the filter material?
  5. Midnight did not do it, but what are thoughts on adding a few inches of carbon at one end?
I also like kusojijii's add on of the aeration bar (http://www.monsterfishkeepers.com/forums/showthread.php?t=124056). What size pump would be needed to properly push water through both the filter and the spray bar? I'm sure much more than just the measured head of the tank he chose (And I will be getting a similar sized tank of 12 to 20 gallons.)

3.i would give it 3 weeks in an established tank jmo
4.rinse it in tank water when it becomes clogged for the scrubbies, the floss q 2 wks or prn
5.you dont need it unless theres chemicals you want to remove or ur tank smells

pump size would depend on how much flow you want in you tank if this is the only fiter in a 10 gal i would do at least a 100gph pump for 10xturn over but if it was me id go 200gph cause y not
