I picked one up at my lfs store today about 2.5 inches and it was eaten by my 4 inch jag so sad couldn't believe it...

I didn't hunk that a fish that was only about 4 inches would be able to swallow close to a 3 inch fish

It is not the length that's important in deciding who can eat who, but the girth. If prey's girth is small enough so it fits into a predator's mouth and can be swallowed, wholly or partially, it is a risk.
