I bought two Limas that were the same as you describe, had them maybe 3-4 years now and they stayed REALLY small for maybe a year of that, then the last 6 months the largest has started growing like a weed, its maybe 16" long now, the smaller one hasnt had a massive spurt like this one, but is still around 11", and theyre both still growing.
The only thing I would watch for is how thin it is, I bought a mail order juruense and when it arrived it was so thin, it had a sunken stomache even though they promised me it was feeding well on the phone.
Never got it to eat more than 2 bloodworm, and I tried literaly EVERYTHING 3 weeks later it just died.
Bought another from a different place, same length but it was maybe 4 times thicker and its doing great, 6 weeks in and it will hand feed and eats everything, pellets, prawns (chopped up) bloodworm, even cichlid floating pellets.
That would be more of a concern to me than wether it will grow normaly or not.
