I bought this new black neon tetra and it has a tumor I was wonderin' if it was life threatanin'.

Not sure of what sort of answer you're expecting. You've provided zero pics of the 'tumor' nor, offered any description of the mass. I suppose we could spin the diagnosis roulette wheel on this one.

On the other hand, if you just bought it, the best bet would be to return it in exchange for a healthy specimen.

The size is about the size of the ballpoint in a pen right behind the dorsal fin brown in colour.
