i just bought a 110 and I'm planning on building a sump how many gallons an hour is sufficiently going to filter my water in a moderately stocked aquarium
 
I shoot for 5-7 times. Depends on your fish that you keep. Some fish like slow moving water, some live in fast water. I know this is broad but depending on your fish somewhere between 3-11 times. If you figure out what your fish prefer you can be the judge. Two of my tanks are 75gal gets 600gph. My 240 gets ~1020gph

I agree. There's no magic number. Small fish, and fish that evolved in lakes or the backwaters of slow moving rivers aren't likely to appreciate fast moving water, while larger fish, especially ones from fast moving rivers just might.

Substrate and food matters as well. Gravel will stay put under fast moving water, while light sand probably won't; flakes could disintegrate, while whole shrimp won't.

Of course, some of this can be managed in how you add the flow to the water (surface or subsurface, etc.), but I think you get the gist.

If you can identify the fish you are getting, you might get more useful information.
 
Don't forget to add head pressure as all. The longer the distance the stronger the pump u will need.
