Ive read that a turnover of ~4 or higher is recomended. But is this only for the filtration? i.e if you have a sump and the water from the main tank only goes through it 1 time an hour and the rest of the turnoves is acheived by powerheads. Or must the full turnover pass through the sump and the powerheads are just extra? Do canister filters need higher turnover rates?
 
I beleive it is for sumps or canisters .

I think your confused dude. Filters don't "need" anything. They produce the turn over. EG the tetratec EX1200 turns over 1200LPH (or close to it)

If your filtration system keeps your ammonia and nitrite levels at zero then you have enough turnover regardless if it is 1x or 10x.

Use power heads and air stones to remove dead spots in the aquarium if needed.
 
Eg. Is a 150 gal tank with 230gph going through the sump and 420gph worth of circulation enough for moderately messy fish(malawis/tangenykans)?
 
Basically you want the "turnover" water going through your bio-media. In your case, it's the sump.
I would go for a larger pump in your sump so you get a higher turnover rate than just 230gph.

Fo instance, in my 240 gallon I have a turnover of 1400gph which equals about 5.8 times per hour. I also have a powerhead but all that does is move the water around - it does nothing for filtration.
