I can't tell if my "rescued" Painted Turtle had shell rot, or just shedding his shell. I went to take the "scutes" off, but it wasn't easy, so I didn't get any off because I was worried on what was under neath or what it even was.

Easy to tell, shell rot is spongy. Those top pics look quite normal, and the bottom ones look like he's dry/shedding. Don't try to peel em, I'm sure its fine.
It's a painted turtle lol...it's easier than any fish. If you have: filter, water, heat lamp, UV lamp and food it will live lol. Even IF it has shell rot, it's relatively easy to cure. Add some salt if you're worried.
I think you might be outclassed by some members of this forum, who have several dozen turtle species lol. I don't think vitashell is used by experts either .
