twin-tube lighting

I have a twin-tube fluorescent on my 75 gallon, it's a bit too bright. I've tried removing a tube, but it doesn't come on at all. Can I get dimmer tubes or a dummy tube or something?
 
is it t5 or standard flourescent?

Looks like standard. Here's some info I found on it.
Uses up to 50% less electricity than a standard 2-lamp magnetic fixture.
Distributes more light. Higher output gives 10-22% more light per lamp.
Generates 60% less heat than standard magnetic ballasts
Can be used with T-8, T-10, and T-12 fluorescent tubes.
Includes two fluorescent tubes with polished aluminum reflector for maximum aquairum lighting.

Each tube appears to be labeled 36w.
