any suggestions if tap water need to be treat before i do water changes?

Better to be on the safe than on the sorry side.

All UK tapwater should be treated with something to make safe.
I would be very surprised if your water does not contain Cholrine or Chloromine.
Have a look here put in your postcode and select full water reprt and you will be able to see what your tapwater contains.

All water in the UK as far as I am aware is treated with chloromine unless you are on well water which is unlikely.
I am just south of London, and our water has 20 PPM of nitrate, also contains around 0.5 ppm of residual disinfectant ie Chloromine.
The above report will give you hardness and PH info as well.
If you have any chloromine in your water that could well be causing the problem. Also what are your tank water perameters as it could be something else.
