Unidentified Puffer Illness

I have a 29gallon tank with my 4" long Hairy Puffer as its sole inhabitant.
On my puffers side is a slightly elevated area about the size of a dime and is white. The area is the same texture as the rest of its body, not fuzzy or bumpy just smooth. (I touched the effected area to see if it was Cauliflower disease). The puffer doesn't seem to be acting any differently. Does anyone know what this might be and have any potential treatments?

My Puffer has deteriorated quickly. I bumped up the temp from 76 to 78. I've been doing twice daily 10% water changes for the last 4 days. My puffer now has a smaller spot between where its tail joins with its body. She won't leave her cave even for her favorite food: krill. She just kind of lays listlessly on her side. I'll get pics if I can find my camera.

Have an emperor 400 on a 29 gallon tank.
25gph jet with an air pump attached for high DO.
Diet: krill, scallops, squig, shrimp and feeder guppies that I breed myself.

Still can't get my digital camera to work. Puffer will only eat hand fed krill at this point (I hold it in front of her cave opening). She won't go for anything else or krill put into tank. The white of the infected areas is now a khaki color, and the surrounding area looks a little ....bubbly? (hard to describe, I know I need pics) Does this mean she is getting better or worse?
