Juvenile odoe get along fine. In my experience, they start getting skittish, even in a group, around 4''. Still get along fine at that point.
Trouble starts when they start to courtship, and other odoe will not be tolerated in the tank once a pair has formed. I made those observations even with sufficient plants and hiding spots.
As for the live food: cut-up frozen krill has worked wonders for me, on a couple of different batches of odoe. Even though they can devour huge feeders, I found that transitioning them to krill was best achieved with small (1/8''-1/4'' for your size odoe) krill pieces. My small pikes have started to even pick it off the bottom of the tank. Then transition to pre-soaked sinking carnivore pellets.
