I always upload files that have been already compressed. Do you? Otherwise the upload takes 10x longer.

Last time I uploaded was some weeks ago. Maybe something has changed since then. Other than that, all I can say is I've been doing the same thing with each of my videos. I use free Avidemux to edit and compress.

If you upload a raw video to youtube it will automatically convert it to a hostable format. Raw video uses a butt load of data, so youtube requires mp4 or other formats for video. If it isn't already in the proper format it will convert it, if it can. Since it costs a lot of money and requires longer load times, youtube will try to compress a file as manageable as they can make it which will come with quality issues. You can convert it via software, some cameras may allow you to record in a different format.

I'm far from an expert but I'm guessing "HD" followed by "FHD" would be your best options here. Lots of monitors and therefore computers still run on 30 fps and the tech world is still catching up to 60 fps stuff. I think if default is 60 fps maybe FHD will do it up right. You may still need to convert it after that...

Convert to either the MP4 or other proper format or convert as in compress.

I always compress before uploading. I've no knowledge how YouTube processing affects . can affect the original quality.

You can download Avidemux for free and compress your files keeping the HD quality, e.g., 1080 at 60 fps.

There are quick tutorials on line / Youtube and/or I can tell you how I do it. It's pretty simple.

If the video resolution is on "Auto" by default, the player might be picking whatever resolution it can handle without hangups. I notice my YouTube "Auto" resolution goes down when my connection speed slows down. But once I select 1080 HD, it stays and the picture might freeze for a moment here and there, if my connection speed is not coping.

This is trivial. Sorry. I'm just not sure if this is the problem.
