URGENT! help needed for my puffer

So I looked over at my tank (10 gallon, freshwater, with 2 figure 8 puffers), and I noticed that one of them was laying down on the gravel, kind of curled up.
When I got closer to look, he got up and started to swim, but was acting really weird, and wasn't really using his right fin. He is also looking really quite bloated, and almost lumpy on his underside.

you just get done feeding him? they have been known to grossly overeat at least for me...

No, I fed them about 1 1/2 hours ago. He seems to be swimming alright now, but still just really bloated, so hopefully things will get better.

sounds like too much food try cutting down a bit
