That I know of, this was pointed out to me by a "fish hawk" in Washington, they need a warrant to enter a private residence but like police can enter private property if a criminal act is being committed in plain view. To get a warrant all they need is "a report from a known reliable source" in other words a confidential informant. To get a "no knock warrant" they have higher standards. They can and do tend to remove all fish and tanks from a place if there is any question of legality so if they find a single tank containing a banned fish they are likely to confiscate every thing for "evaluation" so even if they return the tanks and equipment the fish are usually dead by then and since it was a "good faith" seizure you get no compensation unless you can prove in court that they knowingly and maliciously exceeded the warrant, not easy to do. They do have the right to arrest and jail you and the courts tend to follow their suggestions as to where to set your fines. They can also screw you up in other ways if you piss them off by tieing prohibitions to owning tanks to your probation or deferred sentence, refering any smuggling involvement to customs or "homeland security" agencies, or even refering you for audit by the IRS if you were involved in any commercial transfers.
