A lot of times I will ask to have the tank filled up when I get there. There is still a chance it will leak, but its better than nothing.
 
a 55 shouldnt take that long to fill...if you ask them to fill it they should use the hose. my 135 took about an hour to fill
 
Every used tank I have ever bought was up and running when I first seen it or I had them fill it up.
 
More importantly check the plastic frame for brittleness/cracks.and the glass for scratches.a leaky tank can be resealed for a few bucks but if your setting up a showtank scratches will annoy you
