Using chromis to start tank then using them as eel feeders?

Would it be possible to throw some green or lemon chromis in a tank to help cycle it then just let them become feeders with time? While looking for liverock on the local classifieds I came across a guy who sells chromis by the school- 9 for $20 so I was wondering if it would be too wrong to buy some to cycle the tank then let the zebra moray eat them once he gets put in the tank. Or should I count on them being in there as part of the display. I've heard that zebras won't eat fish- just inverts is this true? I was originally going to get a skeletor eel but the seasonal availability and price is holding me off.

I havent heard of using shrimp? Please elaborate:)

Buy a bag of uncooked shrimp that don't have any preservatives in them and just toss one or more in the aquarium depending on the volume; the shrimp will decompose & provide the needed ammonia & such for the cycle. Now you have some food for the eel and/or you plus you don't have to go & buy unnecessary fishes that will end up with a shortened life span due to the stress & damage that will be incurred during the cycle.
