I was wondering whether fixing the UV sterilizer bulb on the return to sump line (which is gravity flow) make sense?
I would not have to use the upwards pipe line if I do this and would be avoiding head loss in pump line if I do this.

Is this a bad idea?

you might get a lot of buildup inline that could lead to a reduction in efficiency, or even an overflow. I would avoid it unless the water was filtered first.

I have no experience with UV's attached to sumps, but use one on my canister, and they always say to add it to the return going back into the tank...

The reason being debris etc, may damage the quartz sleeve around the UV bulb itself...

The bubbles and debris coming down the overflow column will block the UV ray from hitting the pathogen making it very inefficient. Not to mention if the overflow runs dry, UV unit may overheat. Would not recommend your proposed idea.
