Is 3x turnover rate enough? Its 50gph on a 15g tank, 9 watt bulb.

If you're using it for algae or bacteria, that's a bit slower than it needs to be. On the good side, you'll probably take out some of the parasites. You could either up the speed to around 135 gph (a lot for that size tank), or simply use a lower wattage bulb.
Leaving it at that speed seems ok, just wasting a little bit of energy. You could probably just run it a lot less also.
