For smaller lights (18W or smaller) I use Turbo Twist... they work well and have a convenient design that can be hung on the side of a tank. They are also great used in conjunction with a filter such as a Magnum HOT so they can be rotated from tank to tank...

For larger lights or a more permanent set up I highly recommend the Danner lights. They are extremely well built and are submersible, although very bulky...

For smaller tanks I've also found the submariner 7W (pump included) to be a worthwhile unit, although the 5W is too weak for the pump it uses…

I run my UV lights at 10 gph per 1W... and target 1W per 10 gal of water tank volume... This is for protection from parasites, about 25% of that will work against free floating algae. :D

Well I planned on using a powerhead with it in my sump to keep it away from my tank... if it was able to be kept under water

you can have the powerhead in the sump with vinyl tubing connected to the output leading to the input of the uv. another piece of tubing can be connected to the output of the uv unit leading back into the tank.
