Would a repti glo 10.0 be adequate for a savannah monitor. I know it's not the best brand but it's all I can get at the moment. It is fixed approx. 12" off the ground and the monitor can get within 6" of it. Also, how do you sex savs?

Also is the bulb 12'' 24 '' 48 '' whats the wattage
all these ? really don't matter I guess cause I'm pretty sure I've read studies on Bosc's ,Savannah,Varanus exanthematicus and they don't need UVB light. Just a photo period. So set up a couple good sized halogens on a timer use more then one heat light. 4 would be best for an adult. Place them in a S pattern to evenly heat the whole animal.

Stores only have the stupid coil ones at the moment,And I know they don't need it but if they would keep it healthier I will order some of the higher quality (other brands) strip lights. Right now I have a 2.0, but would rather get stronger if it will benefit the monitor.

Hows the weather been in canada? You could always let him get an hour of natural sunlight outside, until your able to find a better bulb.
 
He's only like 6" long so I don't trust him to go outside yet. And it's been raining like non stop anyway.

Do you feed him in a seperate rubbermaid tub or something along those lines? You could put him in that on your porch or deck.
