Velvet/fungal infection

My oranda seems to have some infection.Does anyone have any thoughts on what it is? I was thinking it's velvet but now I think it's some type of fungus.
I've treated the tank with medifin, which is why my water is blue. Unfortunately, I only got his meds today and he looks quite bad.

Don’t look like fungus. Please post ur water parameters. Would lean toward velvet. Water quality ok? Try some copper.

The white is like cotton wool. So at first I thought it was abit of new media I'd put in filter, so didn't treat with anything.
pH 8 Am 0, Nitri, 0, Nitra 5.0
I couldn't get a clearer pic Cos he doesn't stay still.
 
Yea....could be extra slime coat more than fungus. There must some irritant.
 
It's unsightly and getting worse. I'm hoping the medifin helps. I'm also getting pimafix tomorrow, which I will apply directly to his skin with a q tip.

I’d suggest hydrogen peroxide on a qtip. Should work better than pimafix.

My pearlscale is dead and I'm so upset. She was fine and eating earlier. Wtf!!
I wasn't even worried about her, as she only had abit on her tail fin. I can't think what has caused this... Medifin is safe for fish but she was fine before.So now I'm panicking about the others. Devastated!
