My Yo Yo loach has lately been sitting on the substrate lying on his side... which is normal, but then he sometimes jerks his body up and down popping him sideways up into the middle of the tank's water column then lying on the substrate again and then quickly swimming away... Is this normal behavior?

Sounds odd, but I don't put anything past loaches. What other fish do you have, how many other loaches, etc.

There are no other loaches at this point but I plan to get him some buddies... tank mates include congo tetras, sengals, and a cetenopoma. The tank is 55 gallons. Is it the fact that he is alone? He has never done this before.

Yoyos do not like to live solitary. They're best kept in groups. Get more and see how it behaves. Does he eat well at all? If so, then you do not have to worry about it.

Probably won't have much success changing behavior, they like strength in numbers.

Your fish is fine. Probably just bored. Most fish just drift along lazily without any companions to peck around so you need to get more. Yoyos aren't expensive nowadays.
