You can't dictate what that Female does, only her and her ovaries can......
A female turtle specially if raised in captivity and of a species like this which matures very rapidly when compared to others can be ready to mate as early as 5 years old, 2-3 years for a male, however that does not mean it should. He just brough the animal, wouldnt it make more sence to let the female setle down and get some growth on her bofore any breeding atempt? And that of course leaving apart quarentine, which should be something basic to anyone keeping more then one animal. That is true, and Ive withnessed many situations in which a mating didnt ended with egg production, however that is not my point.
You can't dictate what that Female does, only her and her ovaries can......
