In the sump, should any of the bio balls be under water or should the level be just below them? I have heard contadicting advice on this and would like to know.
 
About 25% of the bb under water.
 
It really doesnt matter, either way will work fine. As far as I am concerned the biggest benefit to having some of the balls underwater is that it really reduces the dripping noise, if you find it annoying. But leaving all the balls out of the water you get air to all of the balls which helps more in the biological filtration.
