I've had him for 3 months he's in a 90 semi planted with lily pads and water lettus he's around a foot long he floats and only is a able to stay on bottom when he gets under the driftwood he looks stressed so I put him in a 10 gallon with only a few inches of water so he don't have to struggle so much. I was thinking its His swim bladder but they don't have one correct? Also noticed his water was too warm could that affect him?

It isn't unusual for a small lung to stay at the surface and hide in plants. I don't think I would be too concerned.
