I had lot of plants around this time last year but never any real planted tank lights. I had a t12 shop light that I thought would work. I came to my senses and want to do it right this time.I have a 24 high tank 4 feet long and over 50+ pounds of plant substrate Eco complete I think. I was thinking if this light is a good one to start with Check this out on AMZN: Coralife 05611 Aqualight Dual Linear Strip T5 Aquarium Lighting Fixture, 48-I... http://amzn.com/B000HHQDKM

I know you mentioned the height and the length of the tank, but how wide is it?

The reason i ask is because the dual bulbs may or may not be enough spread of light across the tank depending on the type of plants you are planning on growing...

Also, as a personal preference, i would rather go with slightly higher T5-HO lights, just because then that way you won't limit yourself on the types of plants you can grow... only downside imo, is you may have to leave the lights on for less time if you have low light plants...

^ well the description doesnt seem to mention its HO, so my guess would be no its not, most likely a standard T5 housing...

With the 15-16" width, im guessing dual bulbs should be okay for pretty much anything...

Would roseate bulb be needed? I noticed my plant flourished when I added the roseate light

Roseate, as in a more red hued bulb?

Basically, from my understanding, depending on the K rating of the bulb, the color seen by us will vary from a more red hue, to yellow and then white... so is it needed in a planted tank and will it help your plants?

That will depend on the type of plants you are growing and what they need... but for the most part, i think people tend to aim for bulbs around 6500K on the lowest end, and around 8000K - 10,000K at the highest end to ensure enough light penetration to the bottom of their tanks...

But for those more experienced planted tank keepers, feel free to correct anything i may have said wrong...
