I am looking for any 100% aquatic turtle like the fly river turtle.(I know they still need to come out of water) If you have one please let me know. Thanks:)

I keep mud turtles with out any basking, they live well and grow fast but they stay very small. 4" is a very big one. I catch babies that are about the size of a dime or nickle. Snapping turtles don't need to bask, they seldom do so in the wild and don't seem to need to in captivity. Alligator snappers would be good as well if you really want a monster:D

not necessarily true... I used to work at a nature center that had a gigantic alligator snapping turtle and he loved to bask on a log that he had. I'm sure they could survive without it, but he seemed to really like being outside of water once in a while.

Mud Turtles are basking turtles.
As are spiny softshells
THEY NEED A SPOT TO BASK AND DRY OUT.

While they might like to bask mine always lived for years with no basking, I spend a lot of time around lakes that have a large population of mud turtles and it's rare to see them bask. It might be partially because of larger turtles that hog all the basking areas but as I said mine do very well with out it. Of course I make sure they get plenty of high quality food with lots of calcium and vitamins. Many turtles bask in the wild during the spring to get warm so they can digest their food better. In a warm aquarium with good food the need for basking is less than necessary. some turtles seem to need to bask much more than others. Sliders, cooters, and some others will bask almost as much as they stay in the water. Snappers rarely bask, some populations of turtles bask more than others. I really don't see that all turtles need to bask. Females might be more likely to bask to warm up their bodies for egg production.

Regardless.
It's better to provide a basking area then not to.
Thats my opinion, take it or leave it.
