was given a sad looking severum, will it perk up in good water?

Hi. I acquired a rough looking 5 inch green severum from a friend, they were in a tank that didn't have enough filtration and the water was rarely changed.
The fins are very rough/tattered and the fish color is very dark. With proper water/diet about how long will it take them to look better???
I have seen pix of them when the tank was kept up and they were gorgeous.
 
How long it takes them to recover will depend on how bad the damage was to them in the previous tank. You should notice an almost immediate improvement in coloration though, but actual burnt fins and such will take longer to repair themselves.

Again, depends how bad they are. The cleaner your water is and the healthier the food the fish is eating the quicker it should be.
 
Do you know why his fins are tattered? Was it from aggression? High nitrates/DOCs? Poor nutrition? Discus sometimes get tattered looking fins when suffering from things like internal parasites. There are a lot of reasons, so the best thing to do is make sure to correct all of them.

I'd get the fish eating a high quality pellet and keep its water very clean (nitrates under 20, preferably around 10). I keep my tank temps for severums between 80 - 82 for adults. If you don't see improvement within the next 2 - 4 weeks, you may consider treating them with prazi and metro (not at the same time) for tapeworms and intestinal flagellates. Stress from poor water can often lead to secondary issues like internal parasites.
