More details please, liner in ground or with a build over the top? filtration used/planned? Bottom drain installed?
Never add fish straight away, you've got options, fishless cycle using burnt media or if the pond is large enough add small fish and build it up that way.

If you have used Goodyear pond liner then all you need to do is wash it clean with some fresh water, no soap. If you used anything else then there will be no way to determine the correct response; particularly without knowing what it was made from.
You should run the filter for a few days an allow the temp to equalize. You don't need to do anything about waiting for your filtration system to cycle because you can always pump water out and add fresh.
