This really looks like an encysted digenetic treamatode. The immature stages will encyst in various locations in the body, including under the skin and muscle. They are rarely found in aquarium raised fish b/c they have a very complicated life cycle including intermediate hosts. We will see them a lot in pond raised fish. It is best diagnosed by scraping the area and looking under the microscope.
Thanks i popped one of em w chopsticks that was near the top of the skin like a pimple and it looked just like puss but wen i put in on top of the glass tops it began wiggling....then i squished it w the paper towel
