Water Bill Adjustments... Anyone Have One For Their Tanks?

So, I look at my water bill today and realize my sewer fee is almost THREE TIMES as much as my actual water volume fee. I drain a couple hundred gallons of water a week into my yard for the plants for my water changes... It's not going into the sewer. It will soon be closer to 400 gallons a week...

I have heard of people getting their bill adjusted by the water company in similar situations. I call my water provider to ask them if they did this... I was rudely told no, they did not under any circumstances. They said they calculate the sewer fee based only on my water usage this past winter... Great, I had 7 tanks set up last winter, also none of them draining via water changes into the sewer.

So, two questions:

1) With a sewer fee charging me significant amounts of money for something I'm NOT fully using, am I wrong to ask for an adjustment?
2) Has anyone gotten any sort of adjustment in the same situation in their city?
 
Just to clarify, I'm asking because I called another local city office that deals with this sort of stuff and they asked if other cities do this sort of thing (they had no idea). So I'm looking for specific city water providers I can call and talk to about the issue to see how they handle it. MIGHT be able to get the policy changed if it's done in other places.
