Yes always use a dechlorinator for wc's.
I'll add to that if you are not using an ro/di unit then yes you need dechlorinator of some sort. You know your water contain chloramines? If it doesnt the aging the water for at least 24hr will allow chlorine to off gas. Chloramines will not off gas so need to be either chemically made inert or removed via reverse osmosis. If your water again is treated with just chlorine then a good 3 stage carbon filter will remove chlorine also. I had bad luck when I first started in saltwater doing exactly what you are proposing. I was told that the dechlorinator can inhibit other chemical reactions too and that may be an issue I was having. I think that is when I was on reefcentral....not positive. I got a rodi unit and stopped having alot of the issues I was having but ultra clean water will help with alot.
