I believe the cooler temps and increased frequency of changes is to simulate the rainy season, so I would imagine you'd want to continue the cooler temps on a daily basis until spawning is triggered.
I've no breeding experience to speak of, but you can imagine that where your fish was collected, the rain would come every other day, if not daily for at least a few weeks to a couple months?
I believe it would take a week or so of these steady cooler temps before the fish realise what time it is, then time to pair up and such... possibly hold cooler temps until you have babies? After the fry hatch I could see the temp gradually coming back up...
Peat moss can be found at any major home store or gardening center. A lot of places carry it as a seasonal item for gardening so it can be tough at times in the winter, but you can find anything from a 2qt bag to a 60lb bail. Just make sure if you're grabbing it from the garden center that it's clean peat moss with nothing added (fertilizers and such). Now is the time to start seedlings inside for the garden, so it should be everywhere.
