This may sound dumb but I put sand in my tank earlier and it was really cloudy they hours later it got a lil better the sand went down but it's still murky . Do I have to have a filter runnin to get it crystal clear? Or jus wait?

Sounds like you tipped sand into tank already full of water, with filter running?

If so, suggest William Byrd "Mass In Four Voices". Here is suitable "Kyrie Eleison" section:

^ Normally, you should rinse out the sand in a bucket or something as much as possible before placing it in the tank for that very reason...

Eitherway, not all is lost, if you DON'T have fish in there right now, you can stir up the sand, empty the water and repeat until its almost clear and then just wait for the rest to settle...

If you do have fish in there, then well, basically i would recommend stirring it up before a water change, and then remove say 30% - 50% each time, then over time it will get less and less murky with each water change...

No I put the sand in then I put the water in it stirred up the sand

Any fish in tank now? If no fish, suggest let everything settle. Not want sand getting into pump, so not destroy impeller. also if sand get into filter, clog up filter.

Later on, when more sand settled on tank bottom, can try use diatom filter or micron mesh filter.

In meantime, suggest spend time William Byrd "Mass In Four Voices", otherwise take more time to make more rhyme.

I did rinse it til it was clear ... But there is no fish in there right now it's been settin for around 8 hrs I threw a couple lil 30 gal filters on it to see if it helps ... It's a 100 gal so water changes is a last resort ha

Just be aware if still much sand suspended in water, sand will clog up filters, also sand because of fine particle size might get past filter media and damage pump impeller. If not mind wasting some sand, suggest use diatom filter but will probably need to backwash and replace diatomaceous earth a dozen times before water completely clears.

What kind of sand you use? Hope you used heavy sand so not keep getting blown up suspended into water everytime neon tetra snores.
 
Not sure exactly how big is sand particle size, but guessing maybe 10 micron? So really need micron-sized water-polishing filter media to quickly trap all suspended sand particles, ie, try use diatom filter or micron-mesh filter.
 
what is floating are the finer particles that weren't rinsed out. if you leave them the fish will just stir them up again.
you can stir, drain, fill, repeat until the water stays clear, or you can filter, stir, filter, stir, filter it.
if you filter, you want to use a polishing media that will need to be rinsed or replaced when you see a drop in filter output.
also, if you filter it, you need the media before the pump or the sand grains will act like a sandblaster on your filter.
