Arowana will adapt to most any pH level within reason. I raise my baby aros in a pH around 6.5 which is similar to the water they come from. However unless you have a very good understanding of water chemistry it is best to just match your pH to your tap water. Adjusting your pH levels can lead to an unstable pH. Having an unstable pH can be very harmful to the fish.
 
You should also watch out for your ammonia level also. Most younglings can't handle that much ammonia/nitrite/nitrate level. It is best to keep it at 0-0.5 level.

This is the main reason I raise my arowana in acidic 6.5 pH level. Ammonia becomes even more toxic the higher the pH is.
