How much water flow is typically required in a peacock bass tank ? Turnover rate?
 
Not a requirement but my personal experience this works really well also lots of clean water keep up with water change schedule

I have read some posts and some mention that 10x flow would be too fast for any beneficial bacteria to grow on submerged media in the sump. Any thoughts on this ?

Please attach link so may read, Only argument I have ever read was contact time with beneficial bacteria and I have never had an issue with higher turnover. Only thing I can tell you is I used to have my tanks with lower turnover now when your fish are small everything is great but as the fish grow and get larger that low turnover caused me to have issues with water quality trace amounts of ammonia didn’t have that clear water column etc so increasing the turnover fixed all the issues so I just have always kept my turnover on my tanks high. You could always just do your tank how ever you see fit and learn what works best in your set up this is what works for me my bass are large and my tanks also have rays my 600 gallon has 10x turnover my 180 gallon has a bit more turnover at 15x turnover, my 40 gallon grow out tank has about 13x turnover it’s my oldest filtration has been running over 10 years the youngest being the 180 about 1.5 years. 10x is also what Id recommend for any larger predatory fish but with pbass its even more apparent as the better the water quality the more vibrant my bass tend to look.
 
I turn my sump over 5x per hour but my DT turns over about 10x per hour using a gyre pump and the flow from the sump return pump.
I’m thinking of adding another gyre pump or wavemaker and increasing the flow to 15x + per hr for extra movement ?

My turnover is 3x per hour. No issues with clarity or ammonia.
While it may work for you, your tank is lightly stocked as stated above so youre more or less filtering a small pond. For most tanks a minimum of 5x is usually recommended with 8x+ being ideal
