Water gets green and cloudy

I'm having a problem with the fact that the water in one of my tanks gets green and cloudy after about 3-4 days. It's a 29 gal that I have 2 JD's and 2 Green Terrors in. It can't possibly be the bio load because these cichlids are only about an inch long each. I used to have two shovelnose cats in the tank, but they eventually got too big. I had the same problem when I was dealing with the cats, but I thought it must have something to do with how dirty cats are. I've done water change after water change in this tank, and for some reason the water gets all green after 3-4 days. Also, I've noticed that even when I change the water, it never looks clear. It always is kind of cloudy.

I don't know what to do about this. I've consulted my mother, who has kept aquariums for the last 30 years and has never had this problem. I've got 5 other tanks, and none of them have this problem. What is the deal, and how do I fix it?
