is it okay if the water from my tank is going down slower to the sump than the water going back up from the sump?

No, your tank will be overflown. Some fish may get suffocated when your water level reach the top of the tank
if thats the case.. why do i need the over flow in my tank?.. *shrugs* i think i might just buy a canister filter and call it a day! thanks anyway
The gph rating for your over flow isn't matching up with the gph of the return pump in your sump. Match it then problem solved.
