water hardness need help fast!

I just moved to where the water hardness and ph level's are quite high. I have a well and have called avery city water dept. within 100-200 miles. The ph I can get down using .39c/gal safeway water through the reverse osmosis machine, but it only seems to regulate ph, not hardness. Does anyone know if this is true? I can buy a rev. osmosis machine for $200, but the ph isn't the only problem. Help!!!
 
pH is H+(Hydrogen) and OH-(Hydroxyl) ions ranging from 0-14, with a neutral value of 7. When the H+ ion concentration is higher, water is acidic; when OH- concentration is higher it is alkaline. In other words if the concentration of dissolved minerals is high then pH is high and vice versa. pH is also dependent on various factors like water hardness, RO can treat moderately saline to saline water, reducing the amounts of common minerals, including hardness, by 80-95%.Have a look at this one
